Rates, the Long Term Plan and the Annual Plan, what the district spends on and borrows for, where council services are run from, and how those calls get made.
Why this matters: The Long Term Plan sets rates and capital works for a decade, and every project in it was chosen instead of something else. It is consulted on once every three years, runs to hundreds of pages, and draws a fraction of the submissions a single playground upgrade does. That asymmetry is the whole problem: the largest decisions in the district attract the least input, not because people do not care about their rates, but because nobody has the afternoon it currently takes to form a view.
