Pause new subdivisions until infrastructure catches up
Stop approving new developments and subdivisions until existing infrastructure issues are resolved. Allow existing properties to be developed or rebuilt, but no new subdivisions.

Short-term rental hosts should pay commercial rates
All Airbnb hosts should be classified as commercial entities and charged commercial rates, rather than residential rates. This would generate revenue for the district and potentially free up properties for long-term rental.
